meetings already arranged will be communicated to the signatories but an approximate date for consideration of their request will nevertheless be fixed.

Within three days of the receipt of notice of the date for a meeting the employees' signatory shall communicate to the Joint Secretary of the Official Side the names and office addresses of the representatives of the employees.

Copies of the agenda and confirmation of the date, time and place of the meeting will be despatched to the members of the Council not less than one week before the meeting is due to take place.

AGENDA The agenda of the meeting shall be confined to the memorandum to be considered. No other business shall be transacted at any meeting unless both sides agree to its introduction.

MINUTES Agreed drafts of the minutes will be prepared by the Joint Sccretary of the Staff Side and one copy will be retained by the Joint Secretary of the Official Side. Decisions, recommendations and anything which either side may desire especially to record will be recorded in writing and signed by the Chairman and Vice-Chairman before the meeting is terminated.

12. QUORUM

The presence of three members on each side shall be necessary to form a quorum.

Attendance at the meetings

13. PAYMENT OF COUNCIL MEMBERS of the Interim Joint Council will be classed as Government duty in respect of pay travelling and other allowances but overtime will not be payable.

14.

ACTION CONNECTED WITH MATTERS REFERRED TO THE COUNCIL.

(i) While any matter referred to the Council is under

consideration neither party to such reference, shall take any action which may impede the settlement of the matter by the Council.

(ii) A matter shall be deemed to be under consideration

by the Council

(a) Until 15 days after the Council has made

recommendations requiring the approval of an Authority in Hong Kong.

(b) Until one calendar month after it has made

recommendations requiring approval of the Secretary of State for the Colonies. (c) Until 15 days after it has made a report

to the Governor,

(i) If in the opinion of the Chairman the Provisions

of this clause have not been observed he shall have power to inform the parties concerned that their reference to the Council is to be considered cancelled.
